The Special Education Dispute Resolution Center (SEDRC) in New York State provides expert information, training, and access to mediation services to help resolve special education conflicts. We support parents, guardians, school district personnel, advocates, and special education mediators throughout New York State with effective solutions to resolve disputes.


What is mediation and how is it used in special education to resolve disputes in New York State?

Special education mediation is a process that encourages New York State schools and families to collaborate in ways that promote the well-being and educational success of the student. During mediation, a neutral, trained mediator helps families and school district personnel work through conflicts. The mediator facilitates communication, allowing both parties to discuss concerns, explore options, and develop solutions that meet the unique special education needs of the child.


Mediation services are free, voluntary, and confidential, providing a safe space for open dialogue. Mediators do not take sides, provide legal advice, or make decisions for the parties. Instead, they assist in helping families and schools reach their own agreements that best support the child’s educational journey.

How do I request mediation?

You may also use the Special Education Mediation Form. This form is available in multiple languages on the New York State Education Department's (NYSED) special education mediation website.


While its use is not required, the form can help you think through the issues in dispute and consider ideas for how to solve the problems that are leading to conflict.

When can I use special education mediation?

Mediation can be used at any time when a neutral party can help improve communication. Even if one of the parties has already filed for an impartial hearing or a State complaint, mediation can still be requested. The earlier an issue is brought to the mediation table, the better the potential outcome for all involved—especially for the student.
